Water Resources Division

Introduction

The Water Resources Division is headed by a Director and is responsible for quantitative and qualitative assessment and monitoring of water resources. It also deals with dam safety monitoring. To this regard, the division collects hydrologic and water use data; collects and manages all water well log data; develops hydrogeologic maps; issues water use permits; inspects existing water abstractions systems. It is also responsible for water resources planning and research, regulation, enforcement and environmental issues associated with water resources.

Technical assistance is also provided on water well construction and abandonment, water-related engineering, flooding and floodplain management. The division offers a variety of educational programs to promote wise use of the national water resources.

 

Function

  • To initiate the formulation, revision, and preparation of the national - water policy and oversee their implementation (particularly aspects of the policy and strategies that pertain to water resources management)
  • To provide efficiency and sustainable use of water
  •  To promote the development, management and use of the nation's water resources in accordance with the national water policy and strategies
  • To collect hydrological. Hydro-geological and hydro-meteorological information, and disseminate such information and associated services to other Government institutions and the public
  • To build capacity of Regional Secretariats and Local Government Authorities in water resources management
  • To supervise the operations of the Basin Water Offices and providing them with technical support
  •  To coordinate the Ministry's participation in national and j international dialogue, initiatives and projects pertaining to the development, management and use of the nation's trans-boundary water resources
  • To provide guidance to stakeholders in the proper design and construction of dams and management of water reservoirs.

This Division will be led by a Director and will comprise five Sections as follows:-

  • Water Resources Planning, Research and Development Section
  • Water resources Monitoring and Assessment
  • Trans-boundary Water Resources Management Section
  • Water Resources Protection Section
  •  Central Water Board Section

Water Resources Monitoring and Assessment Section
The activities of the Section are:-

  •  Develop guidelines and standards for the acquisition and management of hydrological, hydro-geological and hydro-meteorological data and for related equipment
  •  Manage the national water resources database
  • Supervise the operations of the Basin Water Offices and provide technical support in their water resources monitoring, assessment, development and management functions
  • Develop guidelines and standards for the design and construction of dams and monitoring compliance
  • Liaise with Tanzania Meteorological Agency on .weather forecast and early warning systems and disseminate information to the public

Water Resources Planning, Research and Development Section
The activities of the Section are:-

  •  Coordinate the integration of water development and utilization plans for different sectors into harmonized water development plans
  • Explore for and-develop alternative sources of water
  • Maintain water resources information system and disseminate information on water resources
  • Conduct and coordinate research pertaining to water resources development.

Trans- boundary Water Resources Management Section
The activities of the Section are;-

  • Coordinate Ministry's participation in national and international dialogue, initiatives and projects pertaining to the management, development and use of trans-boundary water resources
  • Coordinate the preparation and implementation of trans-boundary water resources development, utilization of | management projects

Water Resources Protection Section 
The activities of the Section are:-

  •  Provide guidance and support to the Basin Water Offices in their water ÔÇó allocation and water legislation enforcement functions (including legislation pertaining to groundwater drilling and groundwater exploitation)
  •  Manage the national register of water rights, water user associations and other user groups
  • Coordinate and support activities relating to the protection and conservation of water resources

Central Water Board Section
This Section will perform the following activities:-

  • The existing Central Water Board will continue pending the enactment of new water sector legislation to facilitate the implementation of the National Water Policy of 2002. Under the existing legislation, the Board's basic function is:-
  •  Advising the Ministry on the allocation of water resources to competing uses.
